Forty-four-year-old Robert Bromley has been fined £300 after he was caught in charge of his van when more than three times the legal limit.
Police were called to Meir Hay to a report of a man inside a parked van with the engine running.
Prosecutor Sara Beddow told North Staffordshire Justice Centre officers arrived and thought the defendant may have been asleep or ill.
Miss Beddow said: “They found the defendant slumped over the wheel of the Peugeot van. The engine was still running. He said he had been to the pub and driven the vehicle.
“He was breathalysed and gave a reading of 107 micrograms of alcohol in 100 millilitres of breath - more than three time the legal limit of 35.”
